  1. Win 10 Taskbar is unresponsive from logon


    This is a two day old Surface Pro 7/i5 with Win10 Pro 2004. All the accounts get the same issue two domain accounts and the local admin.

    Boots up fine to the login screen, but the login process takes longer than it should. The desktop comes up with a few, not all icons, but the taskbar has the Start Button and time but no applications Edge/Excel/Word/Outlook and none of the right side apps either Sound/Network/etc.. The system does not respond to any Win+Key Win+R, Win+X, etc. CPU Utilization is at 0%, Disk at 0%, Network at 0%. No applications were loaded between yesterday when it was working, and this morning, when it was turned on in this state. Starting Powershell as Admin, provides a window with no text, sits for a while, then closed.


    I have tried:

    1. Other logins, same issue.

    2. Checking the OS by Running the "dism /online /cleanup-image /restorehealth" and "sfc /scannow" and "chkdsk /f". No issues found.

    3. Reload the local apps with Powershell Admin Script "Get-AppXPackage -AllUsers Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$$_.InstallLocation\AppXManifest.xml"}", but no change.

    4. Safe Mode. Restart go through the options to change startup settings, the screen goes black and have to power off to start over. I am unable to get into safe mode.


    From the desktop, I can CTRL+ALT+DEL and start Task Manager, then Run CMD.EXE as admin. When running a process from TaskManager/Run, Task Manager CPU at 30% for 10-15 sec before the application screen appears and Task Manager is hung until it gets done. Once the window opens, CPU returns to 0%.

    Sorry for the trouble, here are few steps that I would suggest:

    • Press the Windows + X
    • Open the Command Prompt (Admin)
    • Now type the command as " Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
    • Push Enter
    • Restart the system.
    • Now see if the issue persists
    • If it persists the only option is to create a new user admin account.

    • Push Enter
    • Restart the system.
    • Now see if the issue persists
    • If it persists the only option is to create a new user admin account.

    Hi Roger,

    Thank you for sharing this to the Microsoft Community. We suggest that you follow these steps for possible solution:

    • Right-click on an empty area of the taskbar. If in tablet mode, hold your finger on the taskbar.
    • Click on Settings.
    • Toggle Automatically hide the taskbar in desktop mode to on. You can also do the same for tablet mode.
