Windows 10: Win 10 will cold boot but not restart while running??

Did a clean install of Win10. All went well and all working.
However, after I did a few Microsoft “Updates” I could no
longer get the PC to do a “Restart”. Yes, I could and can

start the PC from a cold Boot. I’ve also installed Win10 on

another computer and it has the same problem after updating.

Any suggestions?

Still happens. Further isolation: only on Win 10 systems upgraded from Win 7 (one Win 7 Pro, one Win 7).

Sometimes, but not always, system boots in Safe Mode while launching Microsoft Lifecam though it is not set up to start from cold boot.

After installing Win 10, I had the same problem.

A restart would not reset it. A warm boot.

When I held down the power button for 5-10 seconds the computer shut down. Upon restarting with the power button (cold boot) the temporary profile went away --- reset success.

 

Try running this line from command prompt: %windir%\System32\shutdown.exe -R -F -T 00

Aug 02, 2016 I did a clean install of Win 10 with MS anniversary update and that solved the problem. Everything
else I tried didn't work. I also did a clean install of my friends desktop that had the same "restart" problem and his worked also. Very strange......
