Windows 10: Win 11 Build 22000.652 File Explorer Refreshing

I am having an issue with File Explorer. As soon as I open File Explorer and other windows screens like the reliability monitor, that window seems to refresh. Or just blinks. I am not sure if this is because of an update or anything like that. I have not found much information online regarding this as an ongoing issue.

New computer - Win 10 File Explorer will not refresh. Running Windows 10 Pro, Version 1703, OS Build 15063.296

Have tried suggestions on Community and none work. Very frustrating.
