Windows 10: Win 11 KB5025239 will download and install until it reaches 25% but then quits

I have a 3 month install of Win11 on a new desktop.KB5025239 will not completely install.I have stopped and restarted the services.I have renamed and deleted the SoftwareDistribution Folder and the CatRoot folder as well.I am not on a company network and I am the only userprofile.Additionally I have downloaded the update from the MS website for x64 based systems Initializing installation... done! Please try uninstalling the update KB5023778.

To do so, run this command:

• wusa /uninstall /kb:5023778
  

And then install the LCU using the offline installer.

Please try a repair install as the next step. It keeps everything, including apps and files, and reinstalls Windows.

Repair Install Windows 11 using an ISO file
