Windows 10: [Win 11]Mouse Cursor Restricted to Part of the Screen - Need Help

I'm experiencing an issue where my mouse cursor is restricted to a certain part of the screen. It can only move up to about 70% of the screen width and height, measured from the top left corner, and it won't go beyond that. This doesn't happen all the time, but it seems to occur when I run certain programs, especially when using Chrome.Interestingly, if I run the program as an administrator, the issue goes away. However, it's inconvenient to always run programs with administrator privileges. Does anyone know how to fix this?

Restricting mouse cursor to selected displays

I have four monitors but I don't use them all, all the time. It's annoying to lose the mouse cursor to a monitor which is turned off so I'd like to be able to restrict the mouse to the monitors which are in use. There are plenty of solutions to restrict the mouse cursor to any particular single monitor but I want it to be able to move the cursor across multiple monitors and use hotkeys to toggle which displays are included.
