Windows 10: Win 11 Pro 22621.1344: Latest cumulative update causes Explorer to not run anymore

The latest cumulative update for Win 11 Pro 22621.1344 has caused Explorer to not run anymore.I can press Ctrl+Alt+Delete or Ctrl+Shift+Esc to open the Task Manager and run programs from there, but explorer.exe just won't run. Its taskbar merely flashes for a few milliseconds and immediately disappears. There is now a blank space where the taskbar would normally be.Does anyone know a solution to this?

Tabs not appearing in Explorer after Cumulative Update KB5019509 (Windows 11)

Hi, as the title states, I don't have tabs in explorer after update Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5019509),

which I found weird, since this Windows Update article states that tabs in Windows Explorer is a feature in this update. I've tried restarting after updating my system and restarting explorer.exe in task manager, but after these steps I still don't have tabs. Can someone help me through this?

 

KB4457426 Cumulative security update for Internet Explorer - Sept. 11

Windows 10 does not have such a thing as a 'Monthly Quality Rollup', but Windows 7 and 8.1 do, it's their equivalent of the Cumulative Update. This patch must be intended for W7/8.1, Windows 10 does not need (and probably will refuse to install) this update because these fixes should have been in the Cumulative update we've just had.
