Windows 10: Win 11 task bar locked, hidden and windows key inoperative after login, OK after restart

I am running windows 11 with all current updates. If I start the pc from powered off, all is fine. If I then log off, when I log in after that the task bar is hidden and the windows key is inoperative. If I ctrl alt del and restart all is again OK. The task bar is set to not auto hide. I have tried sfc, dism and powershell suggestions as well as msconfig and disabbling all startup items.. No joy. It looks like something may be loading when I log out as the next login takes much longer than the login after restart. Weird problem. Thanks in advance for any help.

Cannot modify Task Bar settings

• Right click on the Task Bar.
• Uncheck the option " Lock the Taskbar."

If the icon is hidden from the task bar, you can enable it by using the following steps. The icon might be hidden. Here's how to show the battery icon:

• Right-click an empty area on the taskbar, and then click
  Properties.
• Under Notification area, click
  Customize.
• In Notification Area Icons, click on Select
  which icons appear on Taskbar.
• On in the drop-down list next to
  Power, and then click OK.

If the issue still persists you can try Updating the latest Power management driver software for Windows 10 from the manufacturer website.

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.
