Windows 10: Win 11 via Data SIM

How do you get Windows 11 OS to recognize and use an installed data SIM in a HP EliteBook 850 G8 Notebook?

Please see my answers to your questions in bold:

• Are both sims with the same network? No
  • Rogers: 700 Mhz, Band 17; 1700/2100 Mhz, Band 4
  • Wind: 1700/2100 Mhz AWS
• Was the Wind sim working good before in the same phone? Both Sims work good, if I'm using Wind for data. The only time Wind doesn't work is when I select Rogers for data. And, it never worked since purchasing the phone.
• What troubleshooting steps have you done?
  • resetting the phone
  • rebooting the phone
  • switching the sim slots
  • turning data off before switching to Rogers
  • turning both sims off before switching data to Rogers

 

Can't use a data only sim in a single sim windows phone?

• Which version of Windows are you using?

Windows mobile 8.1 denim, but I had the same problem on Windows 10 mobile.

• Are you receiving any error messages?

Cannot connect to the network.

• Do you have a stable cellular connection?

It refuses to connect to the network with a data only sim. It will easily connect to the same network with a data and voice sim.

• What troubleshooting steps have you done so far?

Reset, factory reset, back to 8.1 from windows 10 mobile, roaming on, roaming off, manually find network, automatically find network. Basically everything. Had same problems with a Nokia 520 on 8.1, so it seems the windows mobile just can't do it.
