Windows 10: win 2019 server install

I just bought a refurb dell poweredge server from amazon with a copy of win 2019 server. At first it would take me to where to install the software to. There are 2 physical drives. Win didn't like the GPT format in either drive. So I followed some other troubleshooting steps. Reformatted in BIOS, Cleaned in CMD with DISKPART, reformatted in NTFS. I even tried booting into ufie or whatever and that failed. Now im getting error 0x80300024. CHKDSK is able to see the disk and its in NTFS and all that. What am I missing...

• Office 2019 will ship in H2 of 2018. Previews of the new apps and servers will start shipping in the second quarter of 2018.
• Office 2019 apps will be supported on:
  • Any supported Windows 10 SAC release
  • Windows 10 Enterprise LTSC 2018
  • The next LTSC release of Windows Server
• The Office 2019 client apps will be released with Click-to-Run installation technology only. We will not provide MSI as a deployment methodology for Office 2019 clients. We will continue to provide MSI for Office Server products.

 

Downgrading Win 10 Pro to Win 8.1 Pro and Win Server 2019 to Win Server 2012.

I need help with this topic. Is it possible to downgrade Win 10 Pro licence to Win 8.1 Pro and same thing for Win Server 2019 to Win Server 2012.
If it is possible can you give me the steps how to do it.
