Win 32 default applications scaling isssue on 100% scaling with an HiDPI display on 175%...

I have 2 normal DPI monitor with one HiDPI monitor. Whenever I turn on scaling for the HiDPI monitor with the option to fix scaling for applications turned on. Than it makes the default win 32 applications such as Explorer, Wordpad, MSpaint, etc... blurry. As if it's was scaling it back down form 175% to 100% on the normal DPI monitors. If I turned off that setting the reverse is true... They are blurry on my HiDPI monitor and not on my normal DPI monitor. I don't know how to fix this? And it's only affects them and not like metro applications or nearly other win 32 applications such as Firefox, Discord, etc... I have disable cleartext so that isn't an issue and it affects more than text.

Here are some example on one of my normal DPI monitor.

  2. File explorer crashing when scaling at 175%

BTW - my user had reduced the display scaling from 150% to 100% on the external monitor and left it at 150% on the laptop screen. Not sure therefore if all the talk of 175% still applies.

    Display scale / settings

I'm running dual 32" screens (required for drafting, not reduced vision) and need to reduce my 'display' screen to a custom scale less than 100%. I've been through the 'system' - 'display' - 'scale and layout' - 'custom scaling' - but 100% is the smallest
option possible? Anyone have a way around this?? TIA

    Custom Scaling Keeps Turning On

Even switching between displays on display settings turned custom scaling on...though at 100% instead of the 175% that usually happens. Then i restarted and it was at 175% again..
