Windows 10: Win Update Delivery Optimization failed?

I have 2 computers. PC1 & PC2. Both of them are connected to the same router. Both are running Win10 20H2.

PC1 (intel i5 with nvidia graphics) is powered every day. It receives daily Windows Update.

PC2 (intel Xeon with nvidia graphics) is powered only once a week.

Delivery Optimization is enabled with the option of downloading from PCs on my local network.

However, it seems PC2 is still downloading Windows Update from the internet instead. (based on the downloading speed of Delivery Optimization process in Task Manager). In Settings > Update > Update History > Quality Updates, I see it has downloaded and installed KB457931. KB4579311 is already installed successfully on PC1 2 weeks ago. Why is PC2 not grabbing KB4579311 from PC1?

The main purpose of delivery optimization is to reduce my internet data usage (I'm on data cap). I don't see it is working on my network. What's going on here?

Delivery optimization

You may also try to disable Service Host: Delivery Optimization by following the steps below:

1. Type in Win + R to get the Run box.

2. Enter services.msc then click OK.

3. Then search for Service Host: Delivery Optimization.

4. Right-click then click Properties.

5. Under Startup type, select Disable.

I suggest you to follow the steps below and check if it helps.

  Click the Start menu button (or type “settings” in the search box), choose Settings and click Update & security (toward the bottom of the Settings window).

  From within the Windows Update tab, click Advanced options.
  
• 
  Under Choose how updates are installed, change Automatic (recommended) to Notify to schedule restart:

  Next, click Choose how updates are delivered
  
• 
  Under Updates from more than one place, switch the toggle to Off:
  
• 
  Click the upper-right X to close the window; your changes will be saved.
