Windows 10: Win10 App freezes outside of user folder

I have some apps that freeze/crash outside of my user folder. My biggest concern is a retro gaming platform called RetroArch. I can play old games online only if I move the program's folder to my user folder [Desktop]. But when I put it into the program files directory where all my games are carefully organized it just freezes when I try to join someone online to play (forcing me to open the task manager and close it that way). I've tried all kinds of security settings for the whole folder, but even when give my login user, the user "SYSTEM", or the user "Everyone" "Full Control" it doesn't make a difference! I've also tried different ownership settings but nothing! I'm not a true expert and could really use your advise. Maby I overlooked an obvious setting or there's some other configuration options I'm unaware of. But I never post to ask for help, so you can understand I've been searching and pulling my hair out over this problem for a while.

Split Steam app folder between 2 HDD?

As the title suggests I want to find out if there's a way I can split my steam app folder on to 2 drives, specifically an SSD that I will be putting my OS and most used games and apps and a regular HDD for everything else?

The custom library files that are stored in your user profile will not be backed up.

Try the following suggestions and check.

• Move the library folder from the user profile path to a location outside the user profile path. For example, move the folder to the C:\MyLibraries folder.
• Exclude the library from the list of files that Windows Backup backs up. Then, include the original location of the content in the library in the backup list.
• Move the library folder to a location other than the user profile folder. Then, add a link to the moved folder from the library. Make sure that the library is included in the backup.
