Windows 10: Win10: Is it normal for a browser not to load if you started it but continued on in another...

I notice that in Win10 when I load a browser sometimes the page isn't loaded when I first go to it. It's had plenty of time to load. As soon as I got to it it loads. Is there some way of controlling this? Obviously we want pages to load in browsers when the browser starts and it's set to startup where it last left off retained previous sessions. I have no clue how to categorize this question. We need a section for programs/apps.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Edge browser doesn't fully load !

We suggest you to reset your browser settings by following the steps:

• Go to Control Panel.
• Select Internet Options.
• Select Advanced.
• Select Reset.
• Then reboot Windows.

For additional resolution, you may
run the troubleshooter for Windows apps.

 

start key does not work...can't access email

Yes, you can access safe mode using Command Prompt. To do it we suggest following the steps below:

• Open Command Prompt.
• Type in bcdedit /set {default} safeboot network and click
  Enter.
• Close the Command Prompt window by clicking the X in the upper right corner.
• The Choose an option screen will show. Select Continue and sign in to Windows using your account name and password.
• You can then perform steps provided above to check if it will resolve the issue.

Furthermore, if the troubleshooting is done and you want to boot normally, we suggest following the steps below:

• Open Command Prompt.
• Type in bcdedit /deletevalue {default} safeboot
  and click Enter.
• Close the Command Prompt window by clicking the X in the upper right corner.
• The Choose an option screen will show. Select Continue.
• It will then starts normally.
