Windows 10: win10 New Notifications icon not working any ideas ?

Hello folks..when i click on certain icons in this win10 they dont work.. for example my New notifications icon next to my clock. i click it and cursor spins but nothing and it says, i have new notifications.. also i went to shut down my pc and click shutdown like 6 times it never shut down. it honestly didnt do anything, i had to hard reboot my machine . anything i could post to see if something else is preventing them from working or this is just part of the new os growing pains ? unless theres another way to look at notifications.. UPDATED Let me add to this.. now the start button isnt working either .. i have basically a paper weight at this point and i just rebooted to try to fix it //

What setting can prevent all toast notifications from showing up automatically?

I have two machines with Win10 1709 x64 (different sequences of updates).

One of them never pops up the Action Center or toast notifications when new notifications arrive. Only the badge on the taskbar AC icon indicates that notifications are waiting.

On other machine, notifications work as they should.

I cannot find any control panel setting that affects this.

Any ideas? How to make toasts to pop up? If there's a way to make the AC to expand automatically, it's acceptable too.

Notifications No Longer Showing up in the Action Center Notification List

Hello,

I have the Production Release of Windows 10. When I upgraded yesterday the Action Center, with regards to notifications, was working fine. Today the icon changes from dark to light to indicate new notifications (and if the cursor is hovered over the icon
it will say there are new notifications) but when I click on the icon it opens to a blank list and says "No New Notifications". The icon will then "go dark". This has happened all day today; icon says there's new notifications, list is blank, wash... rinse...
repeat. Any ideas?
