Windows 10: Win10 restarts after shutdown

hi thereIve tried all available fixes recommended both within these posts & outside & none have worked.I have just reformatted & reinstalled a fresh copy of win10, no third party software has been installed.Even after a fresh install, the PC restarts after pressing the power button or clicking shut down.What I have been able to determine by running the pc in safe mode is that when I click windows--> shutdown, the PC shuts down, it works, if I press the power off button, the PC again shuts down, it works.So there is a Windows driver causing this.How can I determine which driver i

Hard drive/ OS issue

a guy suggested :

• unhooked HDD

My pc takes for ever to shut down when i restart

Suggest cleaning up your startup list .There may be many services / Apps you can remove on startup which is not needed on boot or during shutdown.
Before you shutdown the Pc check what is running in Task Manager as a program or service in not killing the process on shutdown

Would suggest cleaning up running apps and services -Autoruns, StartupMonitor,HighjackThis,
Malware Scan - Malwarebytes,ADWcleaner, Combofix

 

Cannot Shutdown or Restart W8.1

First update pack was successful and I can shutdown and restart normally.
