Windows 10: Win10 V 1909 settings wont hold

Hi Im a site newbie so please bear with ignorance. I have listed my system data but cant see where to put it or how to put in my query message. I have searched main fora and tutorials for solutions to my issue but cant see a similar: Win 10 settings wont hold.
I had to replace my hard drive. I reactivated to licensed, Since then most Win10 settings will not stick, no matter how often I set them.
I have it set to sleep after three hours and turn off screen after 30 minutes plus NEVER require password or log in at restart. Yet every few minutes if I stop to read an article or make a cuppa down it all goes. I have to restart, sign in, password etc, etc.
Plus Start and other side/bars are set to the theme colour but all are grey except taskbar.
I have reset these preferences over and over to no avail. I have checked all other settings to see if there is a conflict. Cant find a solution under forum menus.
Please help. plus how do I know when there are replies?

Windows 10 1909 Causes Secondary Hard Drive to not be Recognized

Installing the Windows 10 1909 Update causes my secondary hard drive to not be recognized.

Steps to confirm issue:

• Secondary drive not visible in Windows Explorer
• Secondary drive not visible in device manager
• Secondary drive not visible in disk manager

Steps to replicate issue:

• Installing 1909 update

Steps to resolve issue:

• Uninstall 1909 update

Since updates can only be delayed for so long, an actual fix would be appreciated.

 

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
