Windows 10: Win10, v22H2 Update, Oct 2023, KB5031356, failed load: KERNELBASE.dll exception error

Recent KB5031356 update attempted, but Blue Screen. Win10, v22H2 is on my PC laptop. 2023-10 Cumulative Update for Windows 10 Version 22H2 for x64-based Systems (KB5031356)

Failed to install on ‎16/‎10/‎2023 - 0x800f0922

Failed to install on ‎11/‎10/‎2023 - 0x800f0922

This keeps on failing, rolling back and then trying to install again (stuck in loop)

I have tried disabling anti virus software and firewall but still no joy

Gets to 98% and then fails

Please can someone help me?

i installed window 10 a while ago & my incredimail stoped working 9error report; flash dll

maybe it has something to do with updates\
