Windows 10: Win11 black screen

Whenever I login, the screen would be black with only the mouse icon on for 10minutes at least to get back to normal. I tried to run tasks manager command prompt but I could only receive “window cannot access the specified device paths or files you may not have appropriate permissions” I also can’t make run any apps with administrator so any command on prompt I got denied. I could access into safemode command prompt but I cant access to the cbs file corrupted file since it is in my c drive and they are not able to get located.
