Windows 10: Win7 Task Manager: Why does this not go away when I Alt_Tab away from it?

I've had this problem for years but just thought it was a glitch that would be remedied through an update. I was wrong. Is there any way of getting Task Manager to function properly so when you Alt_Tab away from it you see the other window/program? With mine it doesn't do anything initially and I have to keep using Alt_Tab to get somewhere. Its really weird. I've never had this problem with any other program. I didn't find anything on this online. It makes using Task Manager a total pain.

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.

 

Task Manager not running


I have added a new task to the ones already populated which I suppose were in Win7
The new task or the present tasks are not running as there is no entry in the history or
recently run file
are there other steps necessary to get the new task manager to start up ?

Since a recent reformat I have something I don't understand.
In task manager there is now a red bar at the bottom of the cpu usage bar and a red curve line in each cores usage history, allways below, what does this red bit indicate? ?
