Windows 10: window 10 is stuck on configure basic settings after format

So I formatted and now it won't go past this screen.I've tried hard reset, chkdsk commands nothing was wrong, I've unplugged the boot flash drive, same thing.I don't know what to do because what happens is I can select what settings I want but when I choose next it loads the settings but after after 3 seconds restart the computer and starts the configurator over again.

Windows Format Configuration (time)

I suggest you to try the below given steps and check if it helps you to change the time format.

• Press Windows key + X key, clicking Control Panel, clicking
  Clock, Language, and Region, and then clicking
  Region.
  
• Click the Formats tab, and then, in the
  Format list, select the Match Windows display language (recommended)
  under Format.
• Check if the h: mm: tt is available under Short time and
  Long time format.

Windows 10 stuck at 88% with the configuring settings at 52%.

I suggest you to create a Windows 10 installation media and perform a Startup Repair on the device and check if it helps to resolve the issue.
This is an alternate way to boot the device and run recovery tools when something goes wrong with the Operating system.

Please follow the steps below to do Startup repair:

Steps:-

          Insert the installation USB drive
          and boot Windows 10 from it.
          
          If you don't have one, you can Create an installation Media.
          
        • 
          In the ‘Windows setup’ page select the ‘language to install’, ‘Time and currency format’
          and the ‘keyboard or input method’ and click on ‘next’.
          
        • 
          Click on ‘Repair your computer’ and select ‘Troubleshoot’.
          
        • 
          Click on ‘Advanced options’ and select ‘Startup Repair’
          and select the operating system.

Changing Time Format

Hi Mary,

There's a possibility that the set up time format in your computer Basic Input/Output System (BIOS) is military time. To have this checked, you can try to reset the time of your computer through Control Panel. See the steps below on how to do
so:

• Open Control Panel > Clock, Language, and Region >
  Change date, time, or number formats. This would open the
  Region window.
• From there, click on Additional settings at the bottom part. It will open the Customize Format.
• Click Reset; then, OK.

The steps should work; however, if not, we suggest that you contact manufacturer and have the BIOS time checked.
