Windows 10: Window 10 v1903 build 18362.592 no longer allows different language and keyboard settings

I have an HP Pavilion 15 laptop which was bought in Finland, and therefore has a Finnish/Swedish keyboard, originally supplied with Windows 8 but kept up-to-date with all updates as they are released.


Until recently, it has been perfectly fine set with English as the main language which it has had since first power-up with Swedish as the keyboard option to match the physical keyboard. For the last week or two, it randomly doesn't have the option to use English language with the Swedish keyboard:





In the keyboard settings, under Advanced, the option is both available and selected, but it still doesn't appear in the Language Bar Options:





Occasionally, the correct option does reappear, but most of the time I only get the options shown in the first screenshot above.


I have searched through all available settings, and can't work out why this option has disappeared or how to get it back permanently. Below is a screenshot of the language options on my old Surface2, also sourced in Finland, showing what the HP laptop should be offering:





Are there any other folks with different Windows languages to their keyboard layout having the same issue? If so, how did you get around it?

Unable to set keyboard language as default differently from Windows 10 language

Hello,

You can configure your keyboard language by adding it on the default language set on the system. For instructions, follow these steps:

• Open Settings.
• Open Time & language.
• Select Region & language.
• Click on the default language, and click Options.
• Select Add a keyboard, and select the language that you want to add.

We'll wait for the outcome.

And, if the ribbon is collapsed, one in the search box itself achieves the same thing




Also @emailx45, the Esc key actually collapses the ribbon if it's open in Search or any other view. Presumably, it cannot do 2 different things in the same window.
