Windows 10: Window arranging software?

Does such a thing exist? I want a program that watches for programs being opened, then it will check if the window for the program opened on the right monitor. If it did not, it will move it to the right one and set maximized/windowed mode per the config.

I have 4 monitors, and it drives me insane having to deal with the chaos that ensues if I turn the monitors off and Windows freaks out and moves all my windows around. Wouldn't be so bad if Windows would remember the order and fix it when they are turned on, but nope, it just leaves them all crazy.

I looked into purchasing hardware EDID repeaters/emulators which read the incoming EDID from the LCD then continually broadcast it, even when the LCD is off. Problem is, they average anywhere from $75 to $150 dollars depending on the model so even on the cheap end it's going to be around a $300 fix. I'd rather find a software solution first.
