Thank you for posting to the Microsoft Community. I understand you're running in to a Windows Live ID service is unavailable error when trying to sync notes. I also understand that a hard reset has been unable to resolve the issue.

Cannot download apps - Windows Live ID service unavailable

Thanks for posting on the Microsoft Answers forums! Besides the error when downloading apps, are you getting errors when syncing your Live ID? One way to check is to manually sync your account by tapping Settings > Email + Accounts, and tap and hold
your primary Live ID (it will have the option to sync, but not delete).



If you also have an error with syncing your account, one thing to check is to see if Two Step Verification has been enabled on your Microsoft Account. This information can be accessed with the following steps:

• Sign in at Https://account.live.com
• Click on Security Info under Overview
  

Under Two-step verification, check if you are prompted to turn on or turn off two-step verification.

if you see that it is enabled, click on Create a new app password under App passwords and use this as the new password for the Live ID on your phone.



If Two Step Verification has not been enabled, please enable it and then disable (or leave it enabled if you prefer). Next, try manually syncing your Live ID on the phone or download a new app. I hope this is helpful for your situation, please let us
