Windows 10: Windows 1-2 second stutter at startup, and when launching programs

Since i reinstalled windows some months back I started to experience weird stutter at startup, just as desktop appears it freezes/hangs for 1-2 seconds, its very noticeble then moving a cursor across the screen as it jumps 1-2 times with 0,5-1 seconds delay, then goes back to normal.also when loading in my startup processes it would then also microstutter/freeze everywhere.also some programs just stutter on first launch i found steam guilty of this , and also stutter when moving them to my second monitor.some of my issues are similar to thesehttps://www.reddit.com/r/buildapc/comments/16zl2sd

Startup programs not launching on startup

Replying to Brink none of that works here is why- Step 1- No items listed in startup on task manager as stated. Step 2- I dont have shell:Startup on the pc as it cannot be located Step 3- I dont understand that option also the startup folder cannot be found Step 4- No apps showing under startup on settings Step 5- Dont have access to advanced options at all for any apps Step 6- Doesn't work. Thanks for trying - - - Updated - - - @dalchina, Will try the program now and no I have no suitable restore points and also nothing that I am aware of has been updated besides for Windows Updates but nothing major. WIll respond once I try the program.

 

Win 2016 word automatically launch on Windows 10 startup

I have tried these two options below but they did not work.Any Ideas----------------- Steps to disable startup programs in Windows 10:
NOT IN START UP FOLDER

1. Step 1: Click the lower-left Start button, type msconfig in the blank search box and choose msconfig to open System Configuration.
2. Step 2: Select Startup and tap Open Task Manager.
3. Step 3: Click a startup item and tap the bottom-right Disable button.

I have done this in reverse and it does not work—meaning I took out word short cut

First, create a shortcut of the Document and place it on (say, Desktop).

Then, go to the following location:

Your Drive:\Users\Your Name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

Drop your Shortcut into the Startup folder. However, when you cold boot your computer, your Desktop will first show up and then a few seconds later the Doc should appear.

 

Adding programs to startup with Windows 7?

You could add entries to the registry to launch the apps on startup, but it's easier to just add them to the startup foler as Newt suggested.
