Windows 10: Windows 10 0xc00000e9 error after instalation

I reinstaled windows 10 pro.After the 4 steps completed and the laptop restared i recived error 0xc0000e9 with file>ntoskrnl.exe. I try to bootrec/fixboot but access is denied.Please help me with this problem
