Windows 10: Windows 10/11 In-place setup.exe not opening

Ok so, I've been having this very annoying problem where, if i mount the windows 10 or windows 11 .iso installers to perform an inplace upgrade this works perfectly fine, then open the installer by clicking the setup.exe file, nothing happens.Alright, more details:1. When i actually open setup.exe, most of the time it does the UAC prompt it sometimes doesn't but also, if my laptop is very laggy for some reason it will show the installer loading popup for about 2 seconds only the windows logo and name, no loading text or progress whatsoever, although this is a rare ocurrence.2. Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Some (not all) setup EXE files do not execute.

Many recent EXE application set up files will not run. This presumably started a few days ago, but I then thought it was confined to just one setup EXE (Ultimaker_Cura-4.10.0-amd64.exe). This morning I discovered it's many (but NOT all) of them. The inactive ones seem to be the most recent (4-6 weeks). And if there's an MSI alternative, that does not run either.

As far as I can tell all program EXEs do open correctly. It's just the setup EXEs that have this weird problem.

Tried many things, including the familiar sfc /scannow, DISM ScanHealth, and various suggestions such as all those here:

As many do run that was, of course, desperation flying in the face of logic, and none have fixed it.

I'm now pondering the fact that the failures appear to be mainly the more recent files downloaded. Could it be down to a recent Win 10 update I wonder?

I finally found the cause of the setup EXEs failing.
Tried downloading with Chrome instead of Waterfox. Got a 'Blocked' message. That was the clue to go hunting in the Win 10 Internet security settings. Enabled an obscure option (that perhaps had somehow become disabled) and after download they now execute.
