Windows 10: Windows 10 1809 - group policies not applying from 2012 R2 DC using either 1809 or 1903...

I am unable to apply any group policy on windows 10 devices on corp network. I have created a test policy and linked to OU with security filtering for specific devices to receive policy - Computer Config > Admin Templates > Windows Components > Microsoft Edge > Allow InPrivate Browsing AND Computer Config > Admin Templates > Windows Components > MDM > Enable automatic MDM enrollment...

I have tried using 1809 and most recent 1903 admx templates in central store.

I am unable to Change all AD users lock screen in Windows 10 1809 using Windows Server 2012
R2 STD GPO

I have enabled it using the correct GPO.

The GPO is the following:

Group Policy settingComputer Configuration > Administrative Templates > Control Panel > Personalization > Force a specific default lock screen image and gave the
full UNC path of the image file

The same group policy updated the Client PC windows 10 Build 1809

Reg key also updated as per GPO

I have run the result many times and this is what is in the applied GPO, it's still showing my old lock screen image.

Pls suggest me if any other setting need to enable
