Windows 10: Windows 10 1903 PC stuck on resetting. Help?

I just updated a Windows 10 PC to 1903 and wanted to reset it to give it to a friend, so I used the reset and wipe all drives option. After confirming all of the settings and clicking reset, the PC went to a black screen. It's been that way for the past 2 hours. Should I be concerned, or is this normal for the PC to be on a black screen for 2+ hours before anything else happens?
