Windows 10: Windows 10 1909 Video editor missing from Photos version 2019.18114.19418.0

The Photos app in my Windows 10 only have the option to create albums. The Video Editor part is missing.


Is there anyway that I can download this video editor part so that I can deploy it?


OR


Download the newer Microsoft Photo App so it can be deployed?

Photos App does not have video editor

The Photos app in my new Surface Pro 7 device does not have the video editor. How do I get the video editor back to my app?

Video editor gone from Photos
