Windows 10: Windows 10 2004 Update Error

I am running Windows 10 Pro Version 2004, build 19041.423. When running Windows Update to install 2020-08 Cumulative Update KB4571744 I am receiving error 0x80073701 ERROR_SXS_ASSEMBLY_MISSING.

I've tried "sfc /scannow" and "DISM /Online /Cleanup-image /Restorehealth". Neither found any problems. I've also stopped, cleared and restarted everything regarding WIndows Update.


In the post-update cbs.log, I have errors

The updater is looking for package ending with version “19041.329”. In WinSXS, I have two packages, but they are named:

amd64_microsoft-windows-msmq-powershell_31bf3856ad364e35_10.0.19041.388_none_a6d2a3c8b2e33f7f


and


amd64_microsoft-windows-msmq-powershell_31bf3856ad364e35_10.0.19041.423_none_a70e83c4b2b7164d


This latter package matches my current build.


Why is the updater looking for the older version? How can I get around this? I can’t get past this to install the new 20H2 version.
