Windows 10: Windows 10 2004 upgrade error on second boot 0xC1900101-0x40017 - unable to find relevant logs

When attempting to upgrade to Windows 10 Education version 2004 from 1909, I receive error 0xC1900101-0x40017 - error at second boot. The setupdiagresults.xml file shows that the last operation was "Ensure suspended services are stopped".


I am installing from the Win10 2004 ISO.


It's a Lenovo T480 with all Windows Updates installed, all drivers updated, all unnecessary software uninstalled, all unnecessary drivers uninstalled, and no devices attached. Lenovo states that this laptop is tested as compatible with Win10 2004 and I'm religious with updates.


I have run these commands in an elevated command prompt, and all end without errors:

sfc /scannow

dism /online /cleanup-image /scanhealth

dism /online /cleanup-image /restorehealth


I've run Windows Update troubleshooter, no issues.


I've turned on boot logging, no indicators of any issues.


I've attempted Startup Repair but it says that it can't be repaired on this computer.


The thing is, between the last step of Panther's setupact.log and the first step of Rollback's setupact.log, there's around 40 seconds that isn't logged. During this time, the system is trying its second boot. I don't get a blue screen, it just restarts. Rollback's setupact.log shows that there's no valid dump to be found. So my question is: Is there any log of what was being attempted during that second boot attempt that prompted the rollback? I understand and have read that the most likely cause of a second boot failure is a driver failure, but without a log to indicate WHICH driver, I'm flying blind. Particularly as I've already attempted to rectify any possible driver issues.

Thanks Daniel. Unfortunately, no real help in the log.

Can you please try in a clean boot state as per MSFT docs suggestion on the same error code?

Error 0xc1900101 0x40017 when updating to 2004

Hi, I am trying to update my windows 10 pro from 1909 to 2004. I tried already 3 times, the first twos with windows update and the latest with the iso. However they end with the same result with the error 0xc1900101 - 0x40017 "the installation failed in
the second_boot phase with an error during boot operation".

I found this page https://docs.microsoft.com/en-us/windows/deployment/upgrade/resolution-procedures but I don't have Citrix VDA
installed (I don't know even what is its purpose) so I can't follow the solution steps.

Has anyone got any suggestion? Aside for a clean install. Thank you
