Windows 10: WINDOWS 10 32 BIT REQUESTING ADMIN PROMPT WHILE LAUNCHING IIS, VB & SQL

Im having a laptop with WINDOWS 10 1903 32-BIT in our organisation installed with IIS 10, VB & SQL. The domain user does not have local admin access & hence whenever, he launch this application it is prompting to enter ID with elevated access. Enduser's manager is not ready to approve admin access due to security reasons. Kindly let me if there is any option to launch these applications as normal user.
