Windows 10: Windows 10 ACL Reset

I have had issues installing or updating some programs on Windows 10 Pro lately. Also, after a Windows Update installs I have several programs that become unusable unless I re-install them. When installing or updating the program I will get "Access Denied" error messages for certain files trying to install. If I "Ignore" through these files then the program completes its install and works properly until the next update. I tried going to the program's folder and going through Security Permissions to add Administrator to the access list but I get an error message that my ACL is corrupt. I tried the subinacl.msi tool but get a message "Access Denied". I have tried turning off Windows Defender and Firewall, didn't help. I have replaced Windows Defender with Bitdefender, I am still having an issue with installing or updating the programs. The programs that this access and update issue keeps affecting :

How can i remove the ACL on windows 10 and replace it ?

Windows 10 Tweaks

• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Reset ACLs in Windows 10

The issue you are facing could be due to the VS C++ Redistributable 2013 x64 is not compatible with Windows 10.
You may also check on the below link and go to the System requirement.

However, let's try installing it in compatibility mode and check if this helps. Follow the below steps.

  Right-click on the .exe file and select Properties.

  Select Compatibility tab.
  
• 
  Check Run this program in Compatibility mode.
  
• 
  Let the driver install and then check the functionality.
