Windows 10: windows 10 after reset

so after i reset my PC. i can't update windows its keep getting error messanges.i can't turn on periodic scanning its keep switching back to off. my boot time increased from 5 second before reset to 2 minutes. after reset.i can't reset using cloud download optionmy RESET THIS PC "Getting started" button not working.before i resetted my windows defender is gone and idk what to do so i decided to reset using local reinstall option.i already scanned my computer using anti-virus that comes with my laptop called Norton Security and there is no virus or malware.scanned using SFC /scannow on cmd
