Windows 10: Windows 10 antivirus stops working

once i installed an app called Atlas, this app turned off my Windows Security. now when i want to turn it on, i can't. there is a option that says restart , but it doesn't work either. sometimes there is more options, but when i want to turn it on, it ways: '' This setting is managed by your Adminstrator''. and even when i try to press the ''restart now'' it will say: ''unexpected error''.

DTS supported natively by Windows 8/8.1 and it should work on windows 10 too just DDL require to unlock your driver .

ThrottleStop Stopped Working

Either your version of Windows 10 is blocking ThrottleStop from running or the antivirus program you are using is blocking ThrottleStop.

I am using Avast antivirus and the latest version of Windows, Version 1709 Build 16299.15 and ThrottleStop starts up and works correctly.
