Windows 10: Windows 10 asks for password reset on Local Account but says incorrect password

Two local accounts on Windows 10 laptop. One has a password to login and the other doesn't. Now when you try to sign into the first one it asks you to change your password after you input your old password. When I attempt to change the password it says incorrect password or username. I know the original password is correct but it won't take me to password reset when I input a wrong password. When I input the correct original password it says to change password and then I can follow the steps to make a new password. But as I said when I use the password reset with a completely new, never used p
