Windows 10: Windows 10 black screen with cursor

I've had this problem for a while where when I sign into windows and I get and it take an unusually long amount of time on the screen with loading circle and the word "welcome" when it finally signs me in my screen is black but, when I click my mouse my cursor pops up and I can move it around. Also, I can use ctr+alt+del and ctr+shift+esc to get task manager and open things like command prompts and chrome. However, the windows button doesn't do anything and stuff like win+e doesn't do anything either and when I try to run explorer.exe from task manager it just loads for a while then stops and nothing happens also after a while I guess explorer.exe even if I didn't run it from task manager will just work and windows seems to work normal but if I restart the same thing happens. I used "SFC /SCANNOW" in the command prompt and it said I had corrupted files but, didn't tell me how to fix it. So I looked it up and found a video on youtube that told me to use the command "DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH" which took a while but ultimately told me it did nothing and didn't know where the corrupt files were. I tried to go to advanced settings to reset and reinstall windows with the cloud way and the local way, both did not work. I tried using the win 10 boot tool on a usb stick and after I installed it to disk c I booted off disk c and still had the same windows 10 with all my files. Even when I formatted disk c using the boot tool on a usb stick I still had all of my files. I am using a Ryzen 3 3200g and a rx 5500 xt I am using version 20.10.35.02 of the amd raedon software. Is there anyway to fix this I would preferer to keep my files.

Please follow the below suggestion and check if that helps.

If you see the black screen only
after sign-in and you can see a mouse cursor:

• While at the black screen, try using CTRL+SHIFT+ESC to start Task Manager.
  
• If it becomes visible, try finding LockAppHost.exe on the Details tab and ending the task.
  

If this resolves the black screen, use corruption resolution steps.

Perform SFC scan.

I would also suggest you to run the System update readiness command. It detects incorrect manifests, cabinets or registry data, it may replace the incorrect data with corrected version available. Follow the steps.

• Press Windows key + X.
• Click command prompt (Run as administrator).
• In the Administrator: Command Prompt window, type the following commands. Press
  Enter key after each command:
  • DISM.exe /Online /Cleanup-image /Scanhealth
  • DISM.exe /Online /Cleanup-image /Restorehealth

To close the Administrator: Command prompt window, type
Exit, and then press Enter.

Black screen after Windows update.

• Were you able to get to the desktop screen after you restarted the system?
  
• When the screen was blank, were you able to see the cursor on the screen?
  
• Did you get any error code or error message?

Black Screen after Log on

So this is not a BSOD ? Have a Windows 10 disc or USB Flash Drive made ? How are you getting to task manager Ctrl.+Alt+Del ? Any cursor on screen ?
