Windows 10: Windows 10 BSOD critical process died issue

after powering off for hurricane, PC would not power up properly; suspect power supply/motherboard issue. moved hdd to new box (not identical - was in a dell OptiPlex 3020 now in a OptiPlex 7010) and get bsod with critical process died message; appears to be several very small unformatted partitions now on HDD. tried rebuilding bcd and efi partition on a clone of the hdd to no avail. Drive is marked as GPT. Any help or ideas on how to just copy windows partition to another clean win 10 install on a different hdd would be appreciated!
