Windows 10: Windows 10 can't accept license agreement

I am resetting Windows 10 on my HP laptop. After 4 hours I get to the license agreement but accept button does nothing. I can only use the touch screen, keyboard is inactive. I can scroll the agreement no problem, just the accept button not working. Very frustrating having taken 4 hours to get this far.

Downloaded 10 upgrade everything went ok and at the end the licensing agreement came up and no way to accept.

To assist you better, I would like to know what exactly happens when you try to accept the agreement. Is the option greyed out?

I suggest you to try installing again and check if that help to resolve the issue. If the issue still persists,

• 
  Disable (preferrably uninstall) your Antivirus from computer.
  
• 
  Disable General USB Devices.
  

Do a clean boot and try again.

Microsoft keeps asking me to accept the end user license agreement every time I open an office program

I am aware this has already been asked and answered in the community. However, the responses have not worked for me so far.

I have Windows 10. I am the administrator user on this computer. Every time I open one of the MS Office apps (e.g. word, outlook, onenote), it asks me to accept the End User License Agreement. So far I have tried the following fixes:

• Reinstalled Windows 10
  
• Changed the user permissions via regedit by following these instructions: Office End User License Agreement always appears - Office | Microsoft Learn
  
• Open Office programs by clicking "run as administrator", clicking accept for the popup
  

What could I be missing?
