Windows 10: Windows 10 can’t open ANYTHING.

So just now i was playing rocket league on my pc that i built a while back. I got off the game and tried to open valorant and it gave me a bad image error. Now i get an error code 0xc000012f saying bad image for one drive. I want to run an sfc scan but my computer isnt allowing me to do ANYTHING. I cant open CMD, games, chrome, nothing. I try to open task manager and it will not open. My dragon center application doesnt work because windows says “this app cant open”. I cant run an sfc scan because it wont let me run it as an administrator. I cant even open settings on windows because everytime i click it, it just dissapears right away. Nothing is working and i dont know what to do. Please help me out with this. I would love to contact support over the phone to help with this issue but you only have this online support.

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Step 1: Run Windows app troubleshooter.

Step 2: Run shell commands for Windows store and check if it helps.

Follow the below steps:

• 
  Press Windows key + X and select
  Command prompt(Admin) to open elevated Command prompt.
  
• 
  Type the following commands.
  
  
  
  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
  
• 
  Hit enter, the blackscreen will appear still for a couple of seconds. After a couple of second a new line saying C:\.... will appear.
  
• 
  Close Command Prompt.
  
• 
  Try to start the Windows Store again.
