Windows 10: Windows 10 CAPS lock function only changes if changing application focus

We have a new Dell Laptop; Windows 10. I am not sure when this issue started out of the box or after 3rd party apps installed.


There is an issue with changing between upper and lower case using the CAPS lock key. The key works, in that the light comes on, but in whatever application is focused at the time, the text does not change to upper case. If you click focus away and then back to the application, the text is now uppercase. This is the same if typing in uppercase and then changing to lower case.


Some testing done;

• Bought up on-screen keyboard. Pressing the physical CAPS lock key cycling has the on screen keyboard correctly toggle the caps lock state.
• If you were in lower case and changed to upper case, typing on the hardware keyboard remains in lower case, however type by using the on screen keyboard has text in uppercase.
• The shift button has text displayed correctly as upper case.
• Plugging in an external USB keyboard results in the same, incorrect behavior.

It clearly appears to not be a hardware issue, but something software related. Has anyone any idea why the change in CAPS lock state only registers if you focus away from and then back to the application being used? This is the same for Windows search box, notepad, and command line.

Disable Caps Lock on Windows 10?

The below does not disable CAPS LOCK; instead it converts CAPS LOCK into SHIFT LOCK.

• Right-click Start
• Choose Control Panel.
  
• Under Clock, Language and Region, choose
  Change input methods.
• On the left, choose
  Advanced Settings.
• Near the bottom, click on
  Change language bar hot keys (this is a blue link)
• On the Advanced Key Settings tab, select Press the Shift key
  radio button.
• Click OK, then Save

After this change:

• You press the CAPS LOCK key puts the keyboard in all-caps mode
• You press the SHIFT key to turn off CAPS LOCK and exit all-caps mode.
  • Note that pressing CAPS LOCK again
    will not turn off CAPS LOCK; only by pressing either SHIFT key will CAPS LOCK turn off.

This is similar behavior to how the SHIFT LOCK key works on typewriters.

 

Turn back the Caps Lock function in Microsoft IME

Under Windows 10 I'm using Japanese keyboard with Microsoft IME. The Caps Lock function was as usual in US keyboard - Toggle the Caps Lock state. By some unknown reason today it was changed by itself and now switches Kana/Alpha. The Caps Lock status now toggled by Shift+Caps Lock.

How to return back the original behaviour and toggle Caps Lock without Shift key?

I have no any third-party keyboard mapping applications and don't want to use them. I want to make Windows working as it was previously.

When switching to US keyboard layout the Caps Lock functions as expected, no need to press Shift to toggle the state.

Editing key template in Advanced IME settings doesn't help. Here I can remove any IME function from the Caps Lock key, but it still require Shift key to toggle the state.

This behavior also occurs on some models of Microsoft keyboards if you do not have the Function Lock (F LOCK) key depressed when CAPS LOCK, SCROLL LOCK, or NUM LOCK is depressed.

Note This symptom varies by model. Determine if you have the F LOCK key in the on state. To do this, look at the key that you are using, and if the function is printed on the side of the key, make sure that the F LOCK key light is on.
