Windows 10: Windows 10 Certificate Manager will not find my Military CAC

As the title states, I recently purged all user certificates from my computer because a friend used my computer and loaded his CAC onto the computer. Now my computer cannot find my CAC or load the certificates from it. I have opened device manager and looked for hardware changes and updated the smart card reader drivers.

Windows 10 Military CAC access sites

What a non-answer. Is microsoft not paying attention AT ALL? As a military member, I am unable to log onto any site that requires my CAC with windows 8.1. I bought a little laptop (that was supposed to be windows 7, but came "upgraded" to 8.1) for the
sole purpose of not subjecting my MacBook to all the junk you have to reconfigure just to accommodate the CAC and reader. The whole system is ridiculous. You know the US military is a huge customer. Why on earth can't you sort this out? Just fix it! I hate
being forced to use windows, and that's super sad for your company.

 

Military CAC access and Windows 10

I am in the military and just got a new personal computer with windows 10. I can not access my military web mail on this computer. I can access .mil site without an issue, but when I try to check webmail and after being prompted for my CAC pin, I get the
following message;

This Page Can't be displayed, turn on TLS 1.0, TLS 1.1, and TLS 1.2 in advanced settings and try again. All those settings are correct and I still can't connect. NEED HELP please!!!

 

Cannot delete certificate

Because it's a personal computer I'm not using a CAC. But the way CACs work is by authorising you against the central domain, which is effectively what I'm doing anyway (because I'm not on a domain-managed system).

I've elevated to Admin but the certificate disappears: this is an intended behaviour. It's clearing the 'R' attribute that I need help with.

I may try SuperUser unless anybody has any suggestions?
