Windows 10 - Class not registered and urlmon.dll errors

Hey all, hopefully somebody there can help.

I first posted this in the BSOD forum, incorrectly, figured I would repost in what I believe is the current section.

I have been getting the same errors over and over again on my desktop. I cannot access my start menu or Cortana. My task bar isn't always functional either. When I try to open up settings via task manager (ms-settings*Smile, try to open something recently downloaded through Firefox, or try to create a new profile, I get an error message saying Class not registered.

I have tried some solutions online, none have worked.

    I have tried:
    - scf /scannow on cmd.
    - Using Powershell to run: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
    - Renaming and/or deleting my Tiledatalayer folder in AppData/Local
    - Same happens when in Safe Mode

Also I keep getting this error stating "C:\WINDOWS\SYSTEM32\urlmon.dll is either not designed to run on Windows or it contains an error." This message ends with "Error status 0xc000012f".

    Has anybody come across this?

    Thanks in advance.

    :)

    Hi Kim,

Thank you for being part of Microsoft Community.

I suggest you to run the system file checker scan and check if it helps.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

You can follow the steps in the following article:

System file check (SFC) Scan and Repair System Files & DISM to fix things SFC cannot

Windows 10 "class not registered" errors and apps and parts of windows disabled and accounts not populating for modification.....and.....

I have read every discussion imaginable. In Windows 10 it began with cortana and edge / most of task bar not working. While running all the admin commands possible and reading fixes, could never create another account (sign in as another user) because
an account would never populate. Can not change grayed out Windows functions that are disabled. Now this "class not registered" in addition to...is about to make me craaazy. It has been hours and hours...and hours...of troubleshooting. Really too much.

    MICRO-SOFT...WHERE IS THE FIX?

    THANK YOU...KINDLY

Windows 10 - Class not registered and urlmon.dll errors

Hi, the remaining technique is an in-place upgrade repair install, one of the better features of Win 10.

An In-place upgrade repair install will fix many things, but not those where the settings are not changed by the procedure.

For this you need an installation medium with the same base build as you have installed.

Repair Install Windows 10 with an In-place Upgrade - Windows 10 Forums

This will refresh Windows, after the manner of a Windows installation.
    - all/most associations will be unchanged
    - all your programs will be left installed
    - you will lose any custom fonts
    - you will lose any customised system icons
    - you may need to re-establish your Wi-Fi connection
    - you will need to redo Windows updates subsequent to the build you have used for the repair install
    - Windows.old will be created
    - system restore will be turned off- you should turn it on again and I recommend you manually schedule a daily restore point.
    - you will need to redo any language downloads including the display language if you changed that)

This is one of the better features of Win10: as each major build comes out, that's your updated reference build, and as updates are mostly cumulative, there will be few to do.

    Recommendation:
Before you perform this major repair procedure, do create a disk image.

Please consider using disk imaging regularly. It's a brilliant way to
    - preserve your system (and your sanity)
    - back up your data
    - restore your system to a previously working state in a relatively short time

Recommended: Macrium Reflect or Aomei Backupper (free) + their boot disk/device + large enough external storage medium.
