Windows 10: Windows 10 Clean install EXTREMELY slow, Need help pinpointing exact issue.

Yesterday, I successfully installed windows 10 Version 1903. On the first install, there was a minor issue during the boot up process and restarting the laptop, so I clean installed again. On the second install, Windows 10 wasn't performing as well as I liked (another minor pet peeve) so I decided to clean Install for a 3rd time.

At the setup screen, I deleted all the partitions, leaving only the main drive. I clicked "New" and set a value of the GB I wanted. (Yes I was sure to multiply by 1024)

I think I did it a couple times until I got a size I was fine with (Windows then created separate partitions for other things)

I think I tried formatting one of the partitions, and then the loading symbol popped up.

It was taking way too long so then I forced powered off the laptop and tried again.

Since that moment, everything has been extremely SLOW!!!! Getting to the BIOS is slow, when I get into it, it works fine. Booting to the USB is slow as well, but then I am able to use command prompt to open taskmgr etc when I get to the "setup is starting" screen.

I found something online about changing the power settings in the command prompt to high performance but that didn't work.

The other 2 times I did the clean install, they went by super quick.

My question are:

Is it an issue with my HDD? Or Is it an issue with RAM?

I want to be sure before I purchase anything. Thanks for the help!

TLDR: Windows 10 clean install is going really slowly on 500GB HDD. Getting to the BIOS is also very slow. Is this due to a failed Hard Drive or RAM or both???

I have the well known to the webs 'Start Menu Not working / Slow opening apps from taskbar' like you in RS3 aka Fall Creators update,
Even after CLEAN windows install...and there is no permanent fix out there, until M$ fix it.
So i have clean install RS2 Iso and block the updates so RS3 dont install to my system.
Im waiting for RS4 to be released hopefully fixes all those issues...but i doubt, they only thing they do is adding more and more bloatware.

When Windows 10 first came out I had no issues. Then the Creator update came out and I had problems and went back to the regular Windows 10 version until the Creator update was running fine.

Stupid me I formatted my USB stick that had a proper working creators update.. now I'm kind of screwed! All I have is the original OEM disk West Originals window 10 on it.. so if I end up not finding a fix for these issues how is this going to work. I mean if I install off the disc Windows 10 the original and going through Windows updates is it going to install the Creator and then after that the fall Creator update?

I'm not one for installing a patch over a patch over a patch if you know what I mean.. that's the only reason why I downloaded the latest fall creator version just so I had a non parched operating system.

I had the impression the fall update was final and more or less out of public beta testing January 22nd or the 28th if I can remember exactly which.

during "Fall" (calendar Fall) I have had issues with Edge (slowness to say the least) and last week I had an Edge bug (infinite windows opening). Well I did some brute force registery cleaning, who knows....
Any way, this weekend I installed the latest Fast Ring Build and it is sweet.

Most of your issues are just "live with it", little bugs...
