Windows 10: Windows 10 Creator Edition Restart Problems

I have a Samsung Ultrabook i5 laptop which was working fine prior to upgrading to Windows 10 Creator last week. Instead of upgrading from the prior version, I opted for a complete clean install using Windows 10 Media Installer. I am having a lot of issues with Windows Restart issues. In order to shut down prior to the restart, I have to manually press the power switch. Similarly, to boot back, I have to press the power switch hard, remove the power cable and repeat the process several times. With power cord plugged in, it is impossible to get the splash screen back to log in. Light switches for the power, recharge button, WiFi are turned on but the power light for the boot drive (c*Smile drive comes on and goes away. I have run the command sfc /SCANFILE and don't see any error in the system files. The integrity of memory/HDD looks fine as well. I have tried to fix the start issues using Advanced startup menu options but get the message that Windows cannot fix the startup issues? Unfortunately, I cannot revert to the prior version of Windows 10 as I didn't create the System Image Copy. Kindly, advise how to restore the proper functioning of Windows Shutdown/Restart Issues.

window flashing on screen

This has gone on for about two to three weeks. The only major change recently was loading the Creators edition of Windows 10 on May 10. The computer has restarted at least twice with the problem continuing.

I just tried going to Windows Update. It says updates are available but downloading is stuck at 0%

Are there any compatibility issues reported with the Creators edition update? I have a loaded Dell XPS that is less than a year old

 

Windows 10 taskbar reverts to single width on restart.

I have Windows 10 Pro Creators Update version 1703, build 15063.138.

Since the update to the Creators Edition I've encountered a problem with my Taskbar not maintaining it's double width setting upon either a restart or a shutdown then a reboot.

This was not the case before I did the Creators update. My Taskbar has always been set to double width; with no problems.

It doesn't matter whether I Lock the Taskbar or not, it reverts to single width after any restart or shutdown/reboot.

The installation of the Creators Update went without a hitch.

Any ideas??

When you did the clean install did you disable Fast Boot in your BIOS?

Clean Install Windows 10

If not I would disable now to see if it is causing some sort of issue, you can always re-enable.

Next I suggest you kill hibernation as a quick way to disable Windows Fast Startup.

To a command prompt(admin) or a Powershell admin enter

powercfg -h off

As I said this kills Windows Fast Startup. This is just a test. To re-enable you type the command and replace the word off with the word On

I would also head into the advance Power management options and restore the defaults for the plan you are using. As you proceed through the panels to get there note which power plans are available to you.

If you are still having issues I might suggest you reset your BIOS to defaults. If you made any changes to BIOS these will need to be re-applied. Maybe try this as last resort.

I read you did a clean install. Did you do anything to your disk as part of install like formatting / deleting partitions etc?

Related to that, after the clean install did you check device manager and confirm that there are no unidentified or not working devices?

Tried your suggestions but it didn't help with the restart process? Windows shows the marquee--restarting but I get the Black Screen of Death and nothing else. When I force the power off/power on button, it does power off but successful power on and display of the splash screen don't get activated. I mentioned previously that if I unplug the power cord and then try pressing the power on button, boot cycle starts after 3 or 4 trials. You had asked that during the clean install if I reformatted the HDD. Actually, I didn't. Would it help to forward the Dump file to see what is going on?

In another thread on this Forum dealing with reboot issues after the Windows Creator update, a utility made available by Tweaking.com was suggested as the solution to handle this problem. Guess what, I just downloaded the free version of this utility and it solved all the issues in less than 5 minutes. Here is the link

No, I didn't do any tweaking to use the utility. It is completely automated. It loads the Windows in Safe mode to run the diagnostics and tweaks as necessary.
