Windows 10: Windows 10 [ Data Migrations ] - USMT Found Reparse Point but Reparse Points are not allowed

Large company, laptop upgrades done locally over the network via USMT. On average, every 2 weeks, a laptop running the data backup processes, looks as though its frozen/stopped without any visual indicators that somethings wrong, no activity on the external HD backup drive, no movement on the progress indicators, and the capture log file, opened and displaying real-time activity file copy remains on [0cx080000] VERBOSEENUM: Found Reparse Point but Reparse Points are not allowed: \\?C:\users\username\AppData\Local\History If left alone, it can stay in this state for hours before continuing

If left alone, it can stay in this state for hours before continuing [what is it doing? and what causes this to happen?] from researching online, a reparse point is a system level "alias/shortcut" to something like a folder/location/path-

TO avoid running into this, is there something that can be done prior to running a laptop through a USMT migration (backup/restore] ?????

File History backup fails with errors related to Reparse points.

How can I delete all reparse points on my disc???
