  1. Windows 10 Defender Firewall causing slow download speeds from one particular site

Running Windows 10, latest fastest hardware available. ASUS ROG Maximum Formula XI motherboard, i9-9900k, etc.

I have been downloading large files (13GB) from a certain web site for a month at the full speed of my Internet connection (100Mb/sec), but about two weeks ago I found that the download speed for this one site had slowed to around 10 Mb/sec. In fact the downloads were taking so long that the site timed me out and I could no longer download. At the same time, a speedtest.net test showed that my full bandwidth was available, and all other downloads were working properly. I opened a ticket for the site, blaming them for capping my speeds, but they said that the didn't cap speeds, and so I did some more troubleshooting. I found that my Mac laptop could download at full speed from the site using the same router and internet connection, but my Windows 10 PC could not. More troubleshooting revealed that the issue was present regardless of which browser I used on the Windows 10 machine and regardless of which of two LAN adapters I used. I also activated wireless on my PC, but this too was slow. I tried playing with router configs, network stack configs (QoS, etc.), and finally, after a couple of hours of wasted time, I found that turning off the Windows firewall caused the download speed to go back to full speed. Turning on Windows 10 firewall back on slowed the connection to a crawl.

I looked through the advanced firewall settings, and I found that Chrome was open with any/any source and destination, and so it should not have been affected by the firewall after the flow was started.

What is going on here. What tools are available to examine the Windows 10 firewall operation in regards to this one download?

    :)

Extremely slow download speeds in Steam with Windows 10

I recently downloaded Windows 10 and am having awful download speeds compared to what they were with Windows 7. With Windows 7 I averaged about 9.8MB/s. With Windows 10 I am getting 400KB/s max. At one point after restarting steam, the download went all the way up to 1024KB/S, but only for about 5 seconds until returning back to around 345KB/s. I read a similar problem somewhere where McAfee was causing slow Steam download speeds, and after uninstalling it the speeds returned to normal. Perhaps the Security in Windows 10 could be the problem? I tried disabling the Firewall and turning on Windows Defender but had no luck. Any other suggestions? Thanks!
