Windows 10: Windows 10 - Deleted Apps (and Can't Get Back). Resets all settings on Sleep. Temp...

Updated Windows 10 in September, but on October 27th everything went haywire. After sleep mode and awakening EVERYTHING is reset to scratch. Everything inned to Start and Taskbar - reset to factory settings. Logged out of everything and have to spend 30 minutes or more doing two factor authentication logging back into Microsoft, email, browsers, firewalls, etc. Microsoft Photo viewer app - gone. Calculator - gone. Windows Defender - gone. Try to make changes and Settings says I'm logged on with a Temp profile and can't. But my laptop and Microsoft say I'm logged into my profile. I have reset the Sleep and Power settings to never ever ever go to sleep to no avail. I tried to create a second admin account as suggested in a similar thread but that guidance leaves out so many steps it's unclear whether that will work. Pretty close to scrapping all this and starting over with a new laptop and OS. HELP!

These temp files will not delete

If the issue persists, follow method 2.

Method 2:

• Press Windows key + R key together, to open RUN command Window.
• Type "%temp%" in the RUN Command Window, to open temp folder and then delete the files and folders inside the temp folder.
  

If the issue persists, follow method 3.

Method 3:

I suggest you to boot the computer to Safe Mode, then perform disk cleanup on Windows 10 and check, if it works.

Is it safe to delete the Temp folder in C:/Windows/Temp?

Yes, all *files* in the temp folder (not the folder itself) can, and should be, deleted periodically.

The temp folder provides workspace for programs. Programs can create temporary files there for their own temporary use. Each program should delete all its temporary files when it closes, but for various reasons it doesn't always happen (for example,
if the program crashes, it never gets to do this). That's why it's a good idea to periodically clean out anything left there.

Also note that there are some program installations which work in two steps. The first step concludes by writing temporary files and rebooting. The second step starts automatically after rebooting and needs to find those files there (and then deletes
them when it's done).

Other than doing it automatically when rebooting (that would interfere with installations like the kind I described), it's always safe to delete the contents of the temp folder. Because it's safe to delete any temp files that aren't open and in use
by an application, and since Windows won't let you delete open files, it's safe to (try to) delete them at any time. If any fail to delete because they're open, they'll either be deleted automatically when the app using them closes, or you'll get them the
next time you delete manually.

Some people may suggest that you reboot before deleting anything, but that's not necessary, for the reason described above (on the other hand, it doesn't hurt to do it).
