Windows 10: [Windows 10] Desktop icons not showing up but does on another account on the same computer

My desktop icons show up right away and startup programs don't work, I have to manually open each. The taskbar works but it only looks like this. I can't get any icons to show up even if I add new ones. It takes around 10 minutes for it to fix itself, or in the middle of doing an sfc command that doesn't even detect anything on my pc.I followed the directions here about looking if the problem persists on a new account, I saw that it didn't. Remove Linux Desktop Icons

I am not sure whether this will work (Ubuntu does not have icons like that on the desktop by default), but I suggest opening the trash bin and sweeping the icons into the window showing the trash bin.

 

Computer not showing desktop or start icon?

My computer is not showing the desktop icons or the start menu bar... everytime I want to open something i have to use the windows task manager. anyone know why this happens? also when i want to open My Computer properties or something it says I'm missing the RUNDLL32.EXE

In ccleaner, did you uncheck cleaning the icon cache... have not used in a while; however, I think that is what the option is called.

Now, if you are setting the icons and they move after you have set the settings and not changed them... you may have the "Random Windows 10 Icon movement problem".
Some people have this and some don't.
