Windows 10: Windows 10 Desktop - Screen is dim except for cursor

I just recently started having an issue with my Windows 10 desktop AMD Ryzen 3 3100 and AMD Radeon R9 Fury where the only monitor I have connected Dell monitor connected via DisplayPort through a KVM, is very dim. What's odd is that the cursor appears to be full brightness.

Other devices two different laptops connected to the monitor through the KVM have a reasonable brightness.

I found a very similar report https://answers.microsoft.com/en-us/windows/forum/all/screen-about-half-as-bright-as-should-be-except/4becd519-b904-493a-931b-a40f306d0433 but that's from 2014 and Windows 7. It notes issues with drivers, so I tried updating the Radeon driver to version 21.1.1, this did fix the issue, but only until the next restart. I've found anytime I install a new driver either rolling back or upgrading the issue is fixed, but as soon as I restart the issue is back.


Other searches for this issue just suggest disabling adaptive brightness or checking the brighness setting. Neither of these is an option on a desktop, which has no control over the monitor's brightness.

Any suggestions?

Dim screen Win 10?

Have read the blogs. Windows 10 needs to make it EASY for people to dim their screen. This is my 3rd Toshiba laptop and it was easy to adjust the screen on all 3 including this one, until windows 10. Will buy a new laptop without Win 10 before I'll go
through all the steps to dim screen in win 10 that is listed in the blogs I've read. I did stall an APP that helped but screen still hurts my eyes and creates a headache. Anybody have an EASY answer. It was so easy to work with DOS and windows 3.1. It's been
a pain for a lot of people ever since they came up with the REGISTRY. Thanks people.

 

How to dim screen?

I tried googling Windows Ten, "how to dim screen," but the layout listed is not the layout I have. I just got Ten yesterday. How do you dim the screen?

I can't even find the options in the Display section.

 

Moving cursor to edge of screen causes the screen to dim, help?

• Which version of Windows 10 are you using (e.g., 1703, 1607)?
• Does the issue persists before the updates have been installed?
• Have you tried replicating the issue in safe mode?
